Sometimes the outcome of putting a solution into practice creates a new problem.

For example:

Situation

Some people smoke.

Problem

Smoking endangers the health of smokers and others.

Solution

Ban smoking in public places.

Outcome

Danger to health is reduced.

New Situation

Smoking in public places is banned.

New Problem

Smokers' rights have been violated.
